To qualify as a Delaware resident for the purpose of tuition and fees, the student, or person on who the classification depends must have been domiciled in Delaware for at least 12 consecutive full months, as of the first day of classes in the semester or session for which the classification is sought. Such classification shall apply for the entire semester or session and thereafter until changed.
The initial determination of a student’s residency status for the purpose of tuition and fees is made when a student is accepted to the University or when he or she first enrolls as a Continuing Education student. Questions concerning residency status, especially in complicated situations such as military service, custody or guardianships, should be made at the time of application and directed to either the Admissions office or the Graduate Studies Office.
Students seeking to change their residency classification after enrolling at the University must complete an Application for Change in Classification for the Purpose of Fee Assessment Form.
